"The City of Sydney is considering allowing the furry, four-legged creatures to run around unleashed in 50 of its parks and reserves at any time of the day."
This sounds pretty cool to me. They seem to be basing the regulation on the fact there were 20 dog bites in past year, with only 6 percent in parks. No indication of severity of bites. The public is still commenting and there are debates on usage of property being given priority to dogs or people.
This is a breath of fresh air that seems to attend to the facts, not the hysteria.
