It's illegal to use a shock collar on children (OK for dogs?)

A man was arrested for using his dog's shock collar on his kids. Ironic how that is considered abuse and yet no one in this piece has a problem with it being used on dogs. What a backwards world. Jordan

Investigators say 41-year-old Todd Marcum, of Salem, used the electronic collar to shock his four kids, ages three to nine.

The father apparantly thought it was fun.

“He got great entertainment from chasing his younger child around the house with a dog collar to the point the child was crying and afraid the shock was going to come,” said a source.
